citizens rights in accessing the services

Art.29)
As per the rules and regulations of the council Statute, all citizens can participate in the Library activities. The Local Administration allows Social and Cultural Associations to have an e-mail address within the council network. This service is provided for a fee.
Art.30)
All readers can access the desiderata register. All library members can propose books and documents to be purchased by the Library; they can also make suggestions on how to improve the Library services. All library members have the right to make suggestions or express criticism to the Council Commission for Culture and Education. The Library has complaint procedures in relation to the failure to comply with its rules and regulations and for the reader to appeal against any measures taken towards him.
Art.31)
The Library services supply will be based on the “Principles on providing public services” as stated by the DPCM 27th of January 1994:
- equality:
- impartiality;
- continuity;
- right of choice;
- participation;
- efficiency and efficacy.
The Library staff will adhere to the principles above and will cooperate with the readers.
Art.32)
The Social and Cultural Services representative together with the Librarian will create the Library Service Card to identify quality factors and define the service general and specific standards. The Service Card will be regularly updated and adapted for the readers’ needs and the organization of the Library structures.
Art.33)
The Social and Cultural Services representative together with the Librarian will conduct regular checks and surveys in order to evaluate quality and efficiency of the services offered.
Art.34)
The Library will keep its members informed on the services offered and on the procedures to follow when availing of them. The Library will implement the following:
a) it gives the public free access to its Rules and Regulations as well as to the financial plan and the final balance;
b) it creates an effective and appropriate Guide to the Council Services where the reader will find rules and regulations to observe to have access to the Library services. The Guide is updated on a regular basis. The Library members will have to be informed about any decision concerning their rights, the reasons of such decisions and the procedures for making a complaint or lodging an appeal.
