The Social and Cultural Services representative coordinates the Library financial, technical and administrative organization, taking into account the responsibilities of the executive management and of the Librarian. In order to follow the Local Administration’s general principles, the Library working scheme will adhere to its annual budget with objectives and work methods to be agreed with the administrators, the managers and the consultants. To this end:
- by the 30th of October of each year he will draw up a report with a financial plan which will go before the Council Commission for Culture and Education, the Local Administration and the City Council for approval;
- By the 30th of April of the following year he will draw up a report with a final balance and statistics in relation to the activity carried out within the Library;
- he manages and organizes the Library staff and assigns tasks according to qualifications and experience

The Social and Cultural Services representative will collaborate with the Librarian and any other employee in managing the Library services; they will be gathered in a meeting once a month in order to examine any technical problem, consider the objectives and evaluate the results achieved. Before the introduction of the annual report, the Social and Cultural Services representative will call a meeting with the Library staff in order to illustrate, discuss and set new objectives. He will also meet with the readers’ Committee for the same purpose

The Library can employ volunteers after drawing up an agreement and as long as they are insured against accidents. The Local Administration can also employ conscientious objectors to work as Library staff in conformity with the laws in force. This decision will be communicated to the appropriate authorities in order to facilitate community service within the public reading sector.
