Art.18)
The Library provides a free service to all citizens with no discrimination whatsoever.
Art.19)
The Library spaces and services are different depending on the age group they are intended for and on the typology of the books and documents available for consultation. Access to reading rooms is permitted to library card holders and to whom will show a valid ID. Readers accessing the Library must deposit their belongings at the entrance. Access to the Library and its services must take place with respect towards other readers and the public property. Readers must show regard for the Library decorum and peacefulness, behave respectfully and ensure they do not disturb other readers’ activities, do not damage books or any other Library’s possessions. The Librarian has the right to ask readers to leave if they do not observe the above mentioned rules. The Librarian or the Social and Cultural Services representative can take the following measures:
- ask readers to leave when they persist with an annoying behaviour;
- exclude or limit access to the Library in order to improve its services functionality. Readers must be explained the reason of such measures and, in very serious circumstances, an authorisation must be previously asked.
Art.20)
Opening times are decided by the Local Administration after the Education and Culture Commission’s proposal and once taken into consideration the aim of the structure, its public and the direction given by the Social and Cultural Services representative. Opening times should take into account school timetables and can have dates of closure for the works reorganization and the premises disinfestations. Weekly opening hours cannot be less than 42.
Art.21)
The Library offers reading on premises and books on loan. All residents can borrow books and documents belonging to the Library and to the Territorial System as well as from interlibrary loan. Joining the Library is free and entitles to receive a library card to be shown when taking books on loan. All residents can borrow books and documents after providing their personal details and address, together with a valid ID and a signed form where they agree to the present rules and regulations. Children under fourteen can join the Library if accompanied by a parent or guardian with a valid ID; they will be responsible for the minor and will agree to the present rules and regulations. People with special needs and library members temporarily sick can request books on loan by telephone. The Library staff will deliver any work requested. Non-residents can temporarily join the Library after paying a deposit, its amount is decided by the Commission every year and it is returned when the book is returned. Non-residents can borrow only one book at a time. The residents on the outskirts of Sorso or unable to join a local library can become members of the Library “Salvatore Farina” after their mayor’s guarantee. All the Library members are issued a library card. If a library card is lost or stolen, the owner will have to notify the Library staff and he will be issued a duplicate.
Art.22)
Personal loan terms and conditions. Personal loan will have to adhere to the following rules:
a) no more than three works can be borrowed at a time;
b) all works can be borrowed for a maximum of twenty days; loan is renewable if the work has not been reserved;
c) if the work is not returned within twenty days, during the following five days the Library member will be sent a notification asking for the book to be returned. Ten days after the first notification, the Library member will be sent a second notification, stating the return deadline; if the work is returned within this period of time, the Library member will be charged only for the postage paid for sending the notifications; for any further notification the Library member will be charged postage on delivery. If the reader disregards the notifications, he can be excluded from loan and in the most serious circumstances he can be prosecuted. If a book on loan is lost, the reader or his parent/guardian must replace the work. If the book is out of print, the reader must reimburse its average market price as decided by the Council Commission for Culture and Education;
d) temporary or permanent exclusion from loan and a fine, based on the Local Administration’s decision, are applied in the following circumstances:
- if books and documents are not returned;
- if books and documents are returned after the second notification;
- if books and documents are returned damaged;
e) when the book or document is returned, the reader will be given a receipt to be kept for the following three months.
Art.23)
As a general rule, the following works are not available for loan:
a) encyclopaedias, dictionaries and generally any work frequently consulted;
b) books frequently consulted in the reading room;
c) booklets of periodicals and magazines of the current year;
d) manuscripts and any other valuable historic and artistic work;
e) books and documents that cannot be borrowed as per their donor’s decision.
The Librarian can exceptionally change the above. Library members have the right to know the reason for such dispensation. It is possible to reserve works on loan. In order to reserve a work, Library members will have to show their library card.
Art.24)
The reader is responsible for any damage caused to the book on loan. Before borrowing a book or document, he will have to check if it is intact and report any damage to the library staff. If the reader returns a damaged work, he must replace it. The Library can ask for its works to be returned at any time and the reader must comply.
Art.25)
The consultation of bibliographic catalogues and documents is free, as it is consulting and reading all the Library’s books and documents. The Librarian and the Social and Cultural Services representative can temporarily exclude a work from consultation, or allow it only in exceptional circumstances.
Art.26)
The Library has a regular loan service with other libraries adhering to the same library system. The Library can adhere to the interlibrary loan service with other public and private libraries, with reciprocity of rights and obligations. If Library members request a book from another library not adhering to the same library system, they will have to pay for postage and for any further expenses.
Art.27)
The Library offers a bibliographic information service through a computerized system of catalogues. It also gives access to remote databases (INTERNET) for a fee.
Art.28)
The Library allows photocopying books and documents belonging to the Library “Salvatore Farina” and to the libraries adhering to the same library system for a fee. The Library provides photocopiers. The Local Administration will fix prices and criteria for photocopying books and documents belonging to the Library. The Library will sell photocopying cards and the proceeds will be transferred to the Accounts Department as stated by internal rules and regulations. The proceeds will cover the costs of the Library services. The Social and Cultural Services representative will set Rules and Regulations in conformity with the laws in force in order to control photographing and photocopying of books and documents, after taking into account the Library services functionality. The Librarian has to ensure that photographing or photocopying will not damage the book or document reproduced. It is forbidden to copy books or documents which reproduction is against the law.
